Abstract
In this study, the actual conditions of people with disabilities (PWDs) working in standard workplaces for the disabled (SWD) and the actual conditions of the standard workplaces were ascertained. In addition, we surveyed the SWDs to investigate institutional aspects, market conditions, issues related to expanding sales, positive effects of standard workplaces, and matters related to subsidiary-type standard workplaces, and etc. The data, for the first part of the study, included basic information such as gender, age, disability type, and disability grade of workers with disabilities, and additionally investigated wage and employment type by workers. Overall, the difference between standard-type and subsidiary-type workplaces seems to be somewhat clear in terms of demographic and disability-related characteristics. In terms of the employment status of PWDs in SWP, the most occupations of standard workplace workers were simple laborers. In the case of employment type, the proportion of regular workers is high as a whole. The field, also, of SWPs were limited on specific industries and specific fields.
Second, the results of the questionnaire survey for the SWPs are as follows. All in all, the overall opinion regarding the SWP for the disabled policy was positive. However, there was a relatively high negative opinion on the mandatory employment period of PWDs. Next, we investigated the outlets in the workplace, but unfortunately the priority purchase system did not have a positive effect.
We suggest several recommendations. First, there is a need to increase the rate of preferential purchase of public institutions from the current 0.3% to at least 0.5%. Second, the support for the activation of the preferential purchase of products should be stipulated as the law (Minister of Employment and Labor). This is because it requires a stronger commitment to practice through legal identification. In order to monitor the efforts of public institutions to implement priority purchasing and to effectively enforce the current system, it is necessary to actively reflect prior purchasing results when evaluating public institutions. Finally, we found that employers' satisfaction with employment with the disability is generally high. However, it posed a problem in terms of stable supply of crafty workers with disabilities.
